Oviedo permit guide
Do you need a permit to rescreen a pool cage in Oviedo?
The City of Oviedo’s published permit guidelines contain no screen enclosure category and no rescreen category at all. The nearest checklists, Aluminum Carport Structures and Aluminum/Metal Structures, are both written for erecting a structure and both demand sealed engineering. So the only reliable answer for a like-for-like rescreen is the one Building Services gives you for your specific address, on 407-971-5755.
- No rescreen category
- FBC 1603.1.4
- 129 mph Vult
- 139 mph zone
- FBC 2002.4
- HB 803
- $7,500 exemption
- HB 399 from 2027
The gap in the paperwork
There is no rescreen checklist to fail
Oviedo publishes a permit guidelines document with a full table of contents on its first two pages. Read it looking for your job and you will not find one. There is no “screen enclosure” entry, no “rescreen” entry, and no “screen repair” entry.
What is there: Aluminum Carport Structures on page 3 and Aluminum/Metal Structures on page 4. Both are written for putting up a structure. Both require a site plan with setbacks and signed, sealed engineering.
That is the whole reason this question is confusing in Oviedo, and it is why every competitor page that says “permits? we handle it!” is either guessing or talking about a different job. The honest position is the one below.
Document footer dated July 2026. If that changes, this page should change with it.
The working position
Where the line probably sits — and why “probably” is the honest word
Likely treated as a repair
- Replacing mesh in an existing, unmodified frame
- Re-splining panels, same geometry, same openings
- A door sweep, rollers, hinges or a kickplate
Florida Building Code Section 105.2 work is exempt automatically, without filing a request — that is stated on Oviedo’s own Building Services page.
Confirm with the building department first
- Replacing a corroded upright, beam or any structural member
- Re-anchoring the cage to the deck or the house
- Adding or moving a door opening
- Changing the geometry or footprint
- Rebuilding after storm damage
If your job does need engineering
The wind numbers Oviedo actually asks for
This is the part worth knowing even if you never pull a permit, because it is how you tell a real quote from a guess. Ask a contractor what design wind speed their engineering is to. If they cannot answer, they are not the one preparing it.
What Oviedo’s Aluminum/Metal Structures checklist requires wind design data to meet under FBC 1603.1.4, for Risk Category I buildings — or a copy of previously mastered filed plans.
The same document separately states that the City of Oviedo is designated a 139 mph ultimate design wind speed zone for Risk Category II buildings. One section also lists 149 mph for Risk Categories III and IV.
FBC Section 2002.4 governs wind loads on screen enclosures, with load on the screen surface based on the ratio of solid to gross area — 1.3 horizontal, 0.7 vertical.
Drawings, where required, have to carry Vult, the nominal design wind speed Vasd, wind exposure category, enclosure classification, and component-and-cladding design wind pressures in psf. Those five items are a useful checklist when someone hands you a set of plans.
New as of July 2026
The $7,500 exemption, and the parts of it people are already getting wrong
Oviedo’s Building Services page flags the new state permit exemptions: under HB 803, certain residential work valued under $7,500 became exempt on 1 July 2026. Most single-panel and small partial rescreens sit well under that number.
The exclusions are the important half:
- Not electrical, plumbing, structural, mechanical or gas work
- Not projects wholly or partly in a flood hazard area
- Not projects split into smaller pieces to get under the threshold
And it is not automatic. The owner or contractor still has to file a written exemption request with the building official, including the contract or documentation showing the nature and value of the work.
The flood hazard exclusion is the one that matters locally: the Econlockhatchee River runs down Oviedo’s eastern side and the Little Econlockhatchee crosses the south of the city.
Oviedo’s page also notes that exterior components such as window and door replacements, exterior siding and re-roofing still require permits, because they are treated as structural elements needing wind resistance design approval. HB 399 brings further permitting changes effective 1 January 2027.
Effective 1 July 2026. Almost nothing in the local competitive set reflects this yet, which is worth knowing when you read an older page confidently telling you what the rules are.
The other rulebook
Your HOA is not the building department, and it does not care what the building department says
Passing plan review does not get you past an architectural review committee, and the ARC has its own document.
The clearest example in Oviedo is Live Oak Reserve. Its ARC Guidelines (approved 3 February 2017, version 1.2) state under “Decks, Arbors, Gazebos and Screened Enclosures”, citing CCRs Article IX Section 2, that screened enclosures must be constructed using bronze colour aluminum or better material. The roofs section of the same document states that prefab aluminum “Florida rooms” are not allowed, and that a composite roof structure may only be allowed where the roof is completely inside a screened porch. That is 933 homes where frame colour is decided for you.
A mesh-only rescreen does not change frame colour and so does not run into this. Replacing an upright, adding a door, or rebuilding a corner does.
One more permit nobody expects
You need a permit to remove a canopy tree in Oviedo
The City of Oviedo requires a permit to remove any canopy tree within city limits. Palms, fruit trees and understory varieties such as crape myrtle are exempt. Requests go through the city.
This comes up constantly on rescreen jobs, because the honest cause of repeat panel damage in Oviedo is limbs off mature live oaks. The instinct is to deal with the tree. In the city you cannot simply do that, which is why the practical answer here is a tougher mesh on the upper panels and accepting the top of the cage as a consumable. See the mesh guide.

FAQ
Questions people actually type
These are real search strings, reproduced word for word from Google’s own autocomplete on 30 August 2026 — not questions invented to fill a page.
do you need a permit for a screen enclosure
In Oviedo, building a new screen enclosure goes through the City of Oviedo Building Services Division, and the city’s Aluminum/Metal Structures checklist requires signed and sealed engineered drawings with wind design data per FBC 1603.1.4, or a copy of previously mastered filed plans. Replacing mesh in an existing frame is a different question, and the city’s published guidelines do not answer it — there is no rescreen category in the document. Call Building Services on 407-971-5755 for your address, or Seminole County on 407-665-7050 if you are in Black Hammock or the unincorporated part of 32766.
do you need a license to rescreen in florida
Screen enclosure work in Florida is contracted under a specialty licence rather than a general building licence, and the exact classification that applies to mesh-only replacement in Seminole County is not something this page will guess at. Whoever you hire, ask for the licence number and check it yourself against the state and county registers before any money changes hands.

Get your cage looked at
Tell us the neighborhood, roughly how many panels are torn, and whether the cage is single or two storey. That is enough to give you a real number instead of a range.
